"Clunker" typically refers to cars that are more jalopy then gem. Today, the term has taken on a positive meaning, as Congress is considering a "Cash for Clunkers" program in which consumers would get up to $4,500 in cash for trading in their gas guzzlers for a car that gets better mileage.
Appliances can be clunkers too, and representatives Jane Harman, a Democrat from California, Mike Rogers, a Michigan Republican, have introduced legislation aimed at encouraging Americans to replace their energy-hog appliances with new, higher-efficiency models. "Removing 'clunkers' from circulation will go a long way toward cutting energy consumption and reducing greenhouse-gas emissions. This legislation—the product of extensive discussions between leading environmental groups, manufacturers, and retailers—will result in massive savings," Harman said earlier this week.

Essential information: Read our investigative report on the federal government's Energy Star program and learn how Consumer Reports is one of many parties hoping to make appliances more efficient. Even if there are appliances are old, some of our readers remain attached to their trusty gear.
Where is the information on when this legislation is due to pass? Even a rough idea is help. What about information on how to track the legislation?
This information would help for those planning on taking advantage of this sort of legislation. As it is, the information is sort of nebulous.
I think that this new Cash for Appliances program is great for those who were unable to take advantage of the Cash for Clunker Autos program, many of whom I suspect live in urban areas. I just hope that appliance retailers aren't hesitant to participate, based on some of the hicups the Autos program participants are facing with getting repaid in a timely fashion.
Has anything new come out about cash for clunker appliances. Have a Kenmore frig side by side that the compressor went out on - it's in great physical condition, just won't run now because of the compressor so I need to buy new and funds are low since I was laid off in Dec 08 and husband on disability.
