The National Taxpayers Union, a non-partisan citizens group, says that applications for its booklet on property-tax appeals, "How to Fight Property Taxes," was up threefold in January from January 2009. That should be no surprise to millions of Americans living in areas where home values are still quite depressed. After all, why pay more on a home that's worth less?
